Feature Request: Global / Reusable Display Conditions

Add the ability to:

• Save an existing Display Condition as a Global Display Condition
• Manage (add / edit / save / delete) Global Display Conditions from the Library section
• Save an existing Global Display Condition as a new Global Display Condition (in the same way existing Rows can be saved as a new Row)
• When saving an existing Global Display Condition, let the user choose whether or not they want all of its instances to inherit the changes too
